I would disagree with the notion that male characters cannot carry elements of moe. Seiji Amasawa, for example, although GAR, is not angsty, but extremely wry, and witty.
Also, L from Death Note… Kyon from Haruhi…
and, though I'm not in shota (or loli), I would say that Alphonse is moe is some way, since he's so endearing.
He also grows into mega GAR for the movie, while retaining his child-like innocence.
